Qualifications

No exam required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program.

  • A bachelor’s degree.
  • Three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: 
    • Eliciting requirements as the foundation for the solution to the organization's business needs;
    • Identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements;
    • Describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements;
    • Validating requirements throughout the product/system development life cycle (SDLC)
    • Developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Substitutions

  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

  • You're currently reachable on the the appropriate eligible list for this title,
  • You're eligible under the 55 b/c program, OR
  • For 70.1, 52.6 or 70.4 transfer to a Business Systems Analyst 2, salary grade (SG)-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-21 or above. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Provisional or Promotional Qualifications

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1. 

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law. If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.

Duties

  • Lead, organize and facilitate enterprise or division-specific requirements elicitation sessions for IT projects, ensuring stakeholder needs are adequately captured and thoroughly understood.
  • Participate in the development of process, data, and object-oriented models to foster a clear understanding of business requirements.
  • Decompose high-level business and user requirements to create detailed functional requirements for use by business unit and/or IT implementation and development.
  • Verify and validate requirements throughout the business analysis process.
  • Perform business analysis intelligence activities including, but not limited to, data mining to extract data for forecasting, assessing service delivery metrics, and providing data to management.
  • Create business analysis plans, manage product scopes, and estimate and decompose business analysis activities/work efforts.
  • Develop business engagement to identify the current state and objectives and analyze/prioritize business issue(s)/need(s).
  • Meet with key project stakeholders and end users to identify, understand, and document business and technical processes and/or requirements.
  • Assess proposed solutions to determine which fit the business need, identifying gaps, and determining necessary workarounds and/or changes.
  • Coordinate with stakeholders, vendors, and other partners to successfully deliver product(s).
  • Assist with establishing and maintaining business analysis methodologies.
  • Assist with the development of consistent approaches and best practices for business analysis.
  • Promote the use of business analysis and business process improvement.
  • Participate in the OSC Business Analysis Community of Practice and external Business Analysis professional groups.
  • Engage in professional development activities including, but not limited to, attending meetings, professional seminars, webinars, and standard classroom instruction.
  • Assist with tasks related to the centralized Business Analysis Center of Excellence (BACOE).
  • Assist with IT Governance committee activities, recording action items, outcomes, etc.
  • Lead business analysis training activities.
  • Serve as the lead instructor for OSC's Future Forward Internship Academy (FFIA) program Business Analysis Track V training course.
  • Develop and deliver business analysis content for brown bag sessions, customized/specialized business analysis A-la carte training, OSC’s Employee Development Week (EDW) business analysis training, and Community of Practices (COP) presentations.
  • Lead, organize and conduct business process improvement and/or consulting engagements.
  • Collaborate with stakeholders to support existing business processes and systems components.
  • Document and categorize existing business processes, as well as create new process and/or value stream models.
  • Support the understanding of the "as-is" state and development of a "to-be" process.
  • Collaborate with the Chief Information Office (CIO), operational bureaus, and staff to design and implement solutions to maintain or improve existing functionality.
  • Work with stakeholders to determine the capacity fits and gaps of existing or proposed system components.
  • Facilitate cost/benefit analysis activities.
  • Collaborate with CIO, operational bureaus, and staff to facilitate, coordinate and complete the analysis phase of the system development life cycle activities.
  • Facilitate the elicitation, documentation and tracking of new business requirements.
  • Provide guidance and direction during the development of user and system requirements for the future state.
  • Manage all phases of medium and large business analysis projects.
  • Evaluate staff performance and productivity.
  • Ensure proper adherence to time and attendance rules.
  • Develop and manage training plans for subordinate staff, monitoring progress to ensure that predetermined goals/objectives are met.
  • Assist with training staff.
  • Manage/allocate daily workload, identify daily priorities, and assign work.
  • Review system documentation and business requirements documents prepared by staff.
  • Establish timetables for completion of projects.
  • Communicate business process and system requirements to IT staff, program staff, and other stakeholders.

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
